Memorandum by the Adviser on Political Relations (Duggan)

I telephoned Colonel Barber17 and informed him of the result of Mr. Welles’ conversation with Admiral Stark. He said that he would put himself immediately in touch with Captain Spears and suggest to General Marshall, as soon as Captain Spears receives his instructions, that the Army representatives follow this same line.
