The Executive Director of the Board of Economic Warfare (Perkins) to the Secretary of State

My Dear Mr. Secretary: I have your letter of March eighteenth60 in which you state that the Department of State concurs in our view that full British cooperation is necessary in the implementation of the policy of this Government toward Argentina.

I am enclosing, herewith, the second report60 of the special committee working on licenses and allocations for Argentina. You will note that the action has been quite severe. I cannot emphasize too strongly, however, that in the opinion of the Board of Economic Warfare unilateral economic pressure of this type cannot be made completely effective, and, moreover, may lead to serious misunderstanding with resulting harm to the best interests of the United States.

I shall be glad to discuss these matters with you at your early convenience.
