The Secretary of State to the Ambassador in Argentina (Armour)
656. From Metals Reserve. Your 825, May 5, 11 p.m.
“Metals Reserve is prepared to make the Saba contract effective contingent upon the Argentine Government granting export licenses for export to the United States of the accumulated stocks of beryl ore and a further agreement to grant licenses at the rate of a minimum of 100 tons of ore monthly out of current production. Since the consumption of the Saba plant will be only about 1,000 tons of ore per year, export licenses should be granted for any quantity in excess of this requirement of Saba but not less than 1,200 tons annually.”
