1667. From the Under Secretary. Your telegram 2182, November 5, 3 p.m., crossed my personal telegram to you on the same subject. No publicity will be given to the memorandum except by instruction of the Department. I will appreciate your keeping me very closely posted with regard to the action taken by the Argentine Government on the basis of our memorandum as well as with respect to action taken generally to clean up Axis activities in Argentina. The responsibility for ferreting out Axis subversive activities and vigorously prosecuting them must rest with the Argentine Government. Our memorandum was intended to demonstrate to the Argentine Government the various types of activities which are taking place. Even though the Argentine Government takes steps now to clean up all of the activities described in our memorandum, the situation will still be totally unsatisfactory unless the Argentine Government, utilizing all of the information which it has, undertakes on its own initiative to stamp out all of the Axis activities today going on in Argentina, many of which, of course, we have no knowledge of. I think it important that the Argentine authorities be made aware of our point of view in the premises. [Welles.]
