1656. Your 2169, November 3, 9 p.m. The Department contemplates no immediate publicity relative to the Memorandum left by you at the Argentine Foreign Office last night. It is probable that if such publicity is found to be desirable, it will be arranged through [Page 235] the Committee on Political Defense at Montevideo following the precedent established in the case of the Memorandum delivered by Ambassador Bowers to the Chilean Government on June 30. You are, therefore, requested to forward urgently a copy of your Aide-Mémoire and Memorandum to Ambassador Dawson74 with the request, however, that he await further instructions from the Department before taking any action in regard thereto.
