Your 2157, November 2, 10 p.m. In view of the fact that the Argentine protest against the Under Secretary’s speech of October 863 was given publicity by the Argentine Foreign Office and the statement was made by the Argentine Foreign Office that the Under Secretary’s statement was vague and unspecific, the Department reserves the right to give publicity to all or any part of its reply. The final decision as to the timing and the method of such publicity has not yet been reached. It will take into consideration the factors set forth by you.
For your information, it is probable that when publicity is given to the documents, it will be through the Committee for Political Defense in approximately the same manner as is being done today with respect to the memorandum of June 30 presented by Ambassador Bowers to Barros Jarpa.64
