The Ambassador in Chile (Bowers) to the Secretary of State

Sir: I have the honor to acknowledge receipt of the Department’s strictly confidential instruction No. 1626, dated June 16, 1942,29 relative to secret radio transmission by the German Embassy in Buenos Aires and to report that this Embassy is in receipt of as yet unverified information that the German Embassy in Santiago has recently installed a transmitter to contact the one in Buenos Aires. The information is to the effect that during its installation the German Embassy in Santiago used a transmitter belonging to one Arnold Siemson for the first contact.
