Your 666, May 2, 1 p.m. As soon as you notify us that you feel the moment has arrived to ask the Chilean Government to proceed to arrests the Department will send you instructions of the nature mentioned in your telegram and in case you should have to act at once without awaiting such exchange of telegrams you are hereby authorized to take the action mentioned in the last sentence of your telegram and to give the officials concerned such evidence as may be essential to effect the arrest and prolonged detention of the Axis agents in question.
