45. Department’s 43, March 28, 2 p.m. and your 51, March 29, 10 a.m.7 Please at once seek an interview with the President and give him the information contained in the following circular telegram which is being sent to all our chiefs of mission in the other American Republics:

In view of these circumstances, the suggestion contained in the final sentence of the Department’s No. 43 of March 28, 2 p.m., is no longer pertinent. The Department will be interested in learning of [Page 86] the decision of the Costa Rican Government regarding the two vessels at Puntarenas. The situation which has developed in the United States illustrates the desirability of maximum precautionary measures.
