114. Department’s No. 53, July 7, 8 p.m. I learned last night that a clause in the arms contract is interpreted by Argaña7 in Cabinet meetings here to mean that the United States in addition to $300,000 can claim from Paraguay $2,700,000 worth of local products usable in war effort at specially low prices. If such a clause exists I would have preferred that the Department mention it in telegram 53; and now may perhaps still be able to use clarification if the Department furnishes it.
