The Ambassador in Chile (Bowers) to the Secretary of State

Sir: I have the honor to report that on September 23, 1941, I called with Mr. Cecil Lyon,13 on Señor Rossetti, the Minister for Foreign Affairs to inquire regarding our request for a blanket permission for our ships on patrol in the Pacific to enter the ports of Antofagasta and Valparaiso without previous notice for the purpose of taking on fuel and supplies. He replied that there is no doubt about the granting of the permission and that the request had been sent to the Minister of Marine who acts upon it, and that a reply should come at any moment.
