20. Reference Department’s telegram No. 10, January 8, 7 p.m., strictly confidential for myself only. I have seen the Ministers for [Page 389] Foreign Affairs and Finance and they both agree as to the advisability of Prebisch remaining on in Washington for the reasons stated by the Department. I understand that instructions to Prebisch in this sense will be sent shortly.
I stressed the need for absolute secrecy regarding any discussions that may take place prior to action by Congress on aid to Britain legislation. They both assured me that they understand the situation and would see that there would be no leak here.
