Department’s circular telegram August 30, 5 p.m. By Presidential Decree issued September 12, the Guatemalan Government has [Page 175] adopted measures which provide full cooperation with United States Government with respect to distribution of petroleum products, including establishment of a national oil pool committee. Copy of decree and composition of committee being sent by air mail.3
