Memorandum of Conversation, by the Under Secretary of State (Welles)
The Ambassador of Ecuador called to see me this morning and left with me the attached telegram.20 I told the Ambassador that I felt it would be disastrous if the Government of Ecuador were not represented at the Consultative Meeting in Rio de Janeiro and that the Governments of Argentina, Brazil and the United States were making every possible effort to find some way in which the boundary controversy could be canalized towards a pacific solution before the date of the Rio meeting. I said, however, that, if this should prove impossible in view of the world situation and the desperate crisis which confronts the Western Hemisphere, it seemed to me inconceivable that Ecuador should not be represented at the meeting.
