For the Under Secretary2 from Fenwick.3 There will be no substantial difference between the draft of the Security Zone Convention submitted to you as of December 14,4 and the final text to be agreed upon. Presumably, it was not objectionable. As in the case of the Committee’s earlier recommendation, the denial of port facilities would constitute the sole sanctions envisaged. [Fenwick.]
