289. Department’s 284, June 3 [4] 8 p.m. Please telegraph the text of reply you are making to the communication from the Minister [Page 905] of Foreign Affairs of May 27. I am particularly interested that the tone of your reply shall be strong and vigorous and that you cannot believe that if the Chief of State were cognizant of your request to see him he would sanction any undue delay in the arrangements, particularly as your desire to see him is based upon an initiative of the Spanish Government with a view to obtaining economic assistance from this country.
I feel that you should not permit yourself to be subjected to undue delays in responses to requests to be received by the Chief of State without adequate and justifiable reasons for such delays.
