398. The German source known to the Department told me last night that the German Government had recently proposed through the German Minister at Athens29a to the Greek Government a discontinuance of the hostilities between Greece and Italy on the basis of the withdrawal by the Greek forces to the former Albanian frontier. In return Germany would undertake not to occupy Greece and to guarantee the frontiers of Greece as they existed prior to the outbreak of the Italo-Greek war.
