With such references as you may deem appropriate to either oral or written communications on the Hottelet case, please address a note to the German Foreign Office indicating the concern of this Government at his continued detention and inquiring when information may be expected as to the charges against him and when it is anticipated that the preliminary investigation will be completed. Request also permission to have a consul visit him in prison from time to time.
Please confirm whether counsel has been obtained.
