The Secretary of State to President Roosevelt

Before your memorandum of June 13 in regard to the apparently indiscriminate bombing of Chungking was brought to my attention, I issued to the press a statement on this subject,71 a copy of which is enclosed for convenience of reference. In the light of your memorandum, I am also telegraphing Ambassador Grew at Tokyo72 to bring that statement to the personal attention of the Japanese Minister for Foreign Affairs.
