The Acting Secretary of State to the Consul at Shanghai (Butrick)

370. 1. The Department suggests that after consultation with Admiral Hart, either you or he make appropriate notification to the local representatives of the interested powers in regard to such action [Page 768] as may be taken in pursuance of the majority vote of the Defense Committee and ratification by Municipal Council, which decision is agreeable to this Government, in regard to the reallocation of the defense sectors.

2. The Department has today telegraphed Tokyo as follows:

3. Please confer immediately with Admiral Hart.

4. Please keep the Department promptly and fully informed in regard to all important developments in connection with this matter.
