The Consul at Shanghai (Butrick) to the Secretary of State

323. Shanghai’s despatch Number 2366, July 21, 1939,55 Chinese Maritime Customs. The Inspector General states in a confidential letter dated April 6 that the attitude of the Wang regime appears to have been somewhat modified; for one thing the new government reputedly considers that, inasmuch as it is a continuation of the National Government, it is unnecessary formally to “appoint” him again. He adds that he has received from Nanking Minister of Finance a communication requesting that he instruct Customs Commissioners to function as usual and that Chang Su Min has informed him by letter that he (Chang) has been appointed to the post of Director General of the Customs Board.
