British Embassy in its note addressed to Minister of Finance not only requested Kung to offer no opposition to reopening of customhouses at Chinkiang and Nanking but to send no instructions to Maze on the subject. French Embassy in its note limited action to request that China offer no opposition to reopening of offices mentioned. Kung has now addressed similar letters to British and French Ambassadors and to me, text of which I quote in separate message.51
