16. Reference Shanghai’s 15, January 6, 2 p.m., in regard to Japanese interference, in the matter of an appointment, with the administration of the Chinese Maritime Customs.
If the approach made by the American Consul General at Shanghai proves not effective the Department desires that, unless you perceive [Page 717] objection, you approach the Japanese Foreign Office along the lines of the second paragraph of the telegram under reference.
Shanghai should continue to keep the Department and you informed of any developments in the matter.
