618. Reports just received from our Consuls at Kobe and Osaka indicate the purpose of the Japanese to accumulate large stocks of [Page 57] aviation gasoline at Hainan Island. They state that the Japanese military have placed orders with the major American oil companies for 550,000 barrels of aviation gasoline to be shipped in drums for delivery in South China and Hainan before October 1st, 1940.
