Your 356, July 22, 11 a.m. In the light of the statement contained in the first sentence of your telegram under reference, the Department would not insist that the messages suggested in the Department’s 124, July 20, 4 p.m. be communicated, but the Department feels that their communication might serve a useful purpose. We feel this especially with regard to the last sentence of our numbered paragraph 1. We therefore suggest that, unless you feel strongly that their communication is not advisable, you find early occasions to communicate orally and informally both messages.
