The Consul General at Batavia (Dickover) to the Secretary of State

I have discussed the fall of the Cabinet90 and the rise of a presumably fascist party in Japan with several government officials including the Governor General and the Admiral. They all are decidedly apprehensive of future developments in the Far East, [as] Germany, Japan may be preparing to seize this “golden opportunity” to eliminate Western influence and to establish its “new order” in this part of the world. They all desired to know what the United States would do in [Page 52] such case, to which I replied that it depends on the will of the people as expressed through Congress. I received the impression that the Netherlands Indies in this period of crisis is more and more hoping for some indication that it will be protected by the American fleet.
