Your 418, June 6, 11 a.m.94 The Department has no objection to your communicating orally to Japanese officials and to the press, as an [Page 576] informal expression of your understanding of this phase of the Government’s national defense program, the substance of the Department’s 179, June 4, 1 [10] p.m., but it is not desired that the language of that telegram be given textually to the press or published in the press as a quotation.
Some of the statements contained in the telegram in question have been orally communicated in informal language to press correspondents here, but no statement in the matter is being issued by the Department at the present time.
