With reference to Hankow’s December 20, 10 a.m. to Chungking, I am of the opinion that it would be desirable for Spiker to reply to the notice from the Japanese Consul General substantially to the effect that the regulations in question cannot be considered as applicable to American nationals. The Department’s instructions are respectfully requested.61
