- A communiqué issued this morning by the Navy Department reads in
translation as follows:
“It has been decided that a portion of the South China Fleet will be despatch[ed] to Haiphong to observe the transportation of cargo through French Indochina.”

- We are informed by the French Embassy that an understanding was reached yesterday evening between the French Embassy and the Japanese Government that one Japanese warship, a mine sweeper, would proceed to Haiphong to transport Japanese officials who are to supervise the movement of cargo from French Indochina to China.
