The Ambassador in Japan (Grew) to the Secretary of State

A communiqué issued this morning by the Navy Department reads in translation as follows:

“It has been decided that a portion of the South China Fleet will be despatch[ed] to Haiphong to observe the transportation of cargo through French Indochina.”

2.
We are informed by the French Embassy that an understanding was reached yesterday evening between the French Embassy and the Japanese Government that one Japanese warship, a mine sweeper, would proceed to Haiphong to transport Japanese officials who are to supervise the movement of cargo from French Indochina to China.
