Department’s 26, February 23, 6 p.m. I met the French Ambassador yesterday and he strongly urged that Great Britain, France and the United States advise the Minister of Finance without delay not to oppose the reopening of the Chinkiang and Nanking customs. He pointed out that the Inspector General’s request for authorization was before Kung and insisted it was very important to make representations before the latter’s decision was made since he was known to be tenacious in adhering to any decision already announced. I have informed the French Embassy today of the Department’s position as set forth in the Department’s 74, February 20, 4 p.m., to Shanghai.
