Memorandum of Conversation, by the Under Secretary of State (Welles)

[Washington,] June 28, 1940.

The Australian Minister called upon me at quarter past one today, the only time I had available to see him. He left with me the attached memorandum84 which he said represented the views of his Government as urgently expressed to him in telegrams which he had received during the past twenty-four hours.

The Minister stated that he was due to see the Secretary of State, together with the British Ambassador, at four o’clock this afternoon. I told the Minister I would be glad to see that the Secretary had this memorandum before the meeting.
