Legation’s telegram 67, September 5, 3 p.m. The Deputy Minister of Foreign Affairs said his Government proposed to deal with the French authorities and not with the Japanese in making its claim for the return of the territories in Indo-China in the event of any change in the status quo, and further that this had been made known to the French Minister in Bangkok who had been requested to transmit the Thai proposal to his Government.
