Department’s 257, October 18, 3 p.m. In your anticipated conference with General Franco please make certain that it is understood that any agreement on the matters to be taken up will only be regarded as final after the Department has been afforded the opportunity of passing upon the information you will send it by telegram as to the nature of your conversation with General Franco.
Please also telegraph the Department your best judgment as to whether the commitments orally given to you will be carried out in view of the recent changes in the Spanish Government.
