Rear Admiral Landriau commanding the naval forces of French West Africa has confirmed in writing that American vessels will experience no difficulties in French West African ports on the ground that they are carrying cargoes from or to British West Africa. He stated that he will advise me immediately of any change in policy. It is understood that Portuguese and Japanese vessels are the only others enjoying this privilege. The Admiral requested that no publicity be given this matter because the German Armistice Commission might object.
