3. The Department understands that the Committee studying the Bruce Report2 is contemplating placing the Opium Advisory Committee under the direction and supervision of the proposed new Central Committee. In our opinion this would materially reduce the usefulness of the Opium Advisory Committee and adversely affect its composition.
