The Minister in the Netherlands ( Gordon ) to the Secretary of State

63. I yesterday received a telegram from the Embassy at London transmitting under instructions from the Department30 “the necessary background for an effort to secure Dutch support for 80% for the second quarter.” In the absence of Hart I took up the matter with the Foreign Minister and he at once had the Chief of the Commercial Division of the Foreign Office take it up with the Ministry of Colonies and also telephone the Dutch Legation in London; this latter official has just informed me that he now considers it likely that an 80% release will be authorized.
