My 4339, October 16, 5 p.m.71 The Foreign Office this afternoon orally and it was emphasized “informally and unofficially” informed the Embassy that because of the battle situation (Kampflage) in the area of operations around the British Isles it was impossible to give any sort of assurance of safe-conduct for an American vessel to proceed to and return from a western or southern Irish port for the repatriation of American citizens from the British Isles.
