Your 2268, July 1, 11 p.m.18 You are authorized to make urgent request of the Foreign Office for assurances that permission will be accorded individual Americans or small groups of Americans to leave Holland en route to the United States. You may give whatever assurances are possible and necessary that these Americans will proceed forthwith to the United States.
