The Minister in Honduras ( Erwin ) to the Secretary of State

Sir: Referring to my telegram No. 26, May 23, 4 p.m., 1940.44 I received in confidence from the Honduran Foreign Office today through Señor don Fernando Lardizabal, Chief of Protocol, the copy of memorandum [Page 794] submitted to the Honduran Government by the German Minister in Guatemala, which, together with a translation thereof are made enclosures to this despatch.45

The reply of the Honduran Government has not at this hour been formulated and, therefore, I am not able to state its contents. It will probably be several days before an answer is ready for delivery, as the Foreign Minister46 must confer with President Carías before anything is done. However, my information is that the response will decline to give any satisfaction to this protest.
