The Secretary of State to the Minister in El Salvador (Frazer)

Your 27, June 18, 5 p.m. As indicated in the Department’s circular telegram of June 13, 8 p.m. the Government of Honduras has provided for the exclusion from Honduran ports and territorial waters of belligerent submarines. On June 17 the Foreign Minister of Guatemala signed a decree to the same effect.27 Under the circumstances, the Department believes that the issuance of a similar decree by the Government of El Salvador could by no means be considered “a meaningless gesture”. You are requested to continue to discuss this matter with the Foreign Minister and to endeavor to obtain a favorable decision in regard thereto.
