The text of the joint declaration proposed by Uruguay has been approved by all of the American republics and is being released to the press this evening by Panama.76 Please inform the Foreign Office and indicate the desirability of taking appropriate measures in order to secure a maximum of publicity. In approving the statement, the Colombian Government indicated that it should include Denmark and Norway.
