62. Department’s telegram No. 59, May 13, 7 p.m. As requested by the Uruguayan Government Dr. Garay61a transmitted the contents of its telegram of May 12 yesterday by telegraph to the other American governments. The Panamanian Government is heartily in agreement with the proposal and with the Uruguayan draft as delivered to Dr. Garay by me in English text. Dr. Garay tells me that he will telegraph Dr. Guani direct requesting the original Spanish text in order to avoid eventual discrepancies in translation. The Panamanian Government has already received telegrams from Cuba and Haiti approving proposal and Uruguayan draft.
