35. For your information and for communication to Cantilo,29 the Department is in agreement with the Brazilian Government as to the desirability of a collective protest to be addressed to the British Government in regard to the Wakama incident. A communication to this general effect will shortly be addressed to the Foreign Minister of Panama. The Brazilian Government has drawn up a proposed text of the protest with which the Department is in agreement and which is limited to calling attention to the fact that the Wakama incident was a violation of the principle of the Declaration of Panama.
