The Chargé in the Soviet Union (Thurston) to the Secretary of State

1045. Embassy’s August 19, 10 a.m.26 The source mentioned in my telegram under reference26a has stated that in addition to technical questions involved in the Soviet-German economic agreement of February, Schnurre, who is arriving in Moscow on August 28,27 will also discuss the question of trade between the Soviet Union and the territories under German occupation as well as questions relating to trade with the Baltic States, Bessarabia and Bukowina. In regard to the latter it was stated that Schnurre will probably endeavor to have the Soviet Government continue as part of the Soviet-German economic agreement the trade which in the past existed between Germany and the territories recently incorporated into the Soviet Union.
