156. The Swedish Minister79 informed me this afternoon that there are persistent reports emanating from northern Sweden and northern Norway that Germany has been using or is about to use [Page 543] Murmansk as a submarine base. The Minister stated that in Sweden and Norway it is believed that the recent sinkings of vessels leaving northern and central Norway for England have been effected by German submarines based on Murmansk, possibly with stores of fuel and provisions which were deposited in the uninhabited and remote sections of the coast of northern Norway.
