Memorandum of Conversation, by the Secretary of State
[Washington,] January 9, 1940.
The Minister of Finland18 called and requested a loan of $60,000,000 and authority to use it with which to pay for armaments. He was also pleading for any possible arrangements for airplanes and certain other implements of war which might be sent from this country without delay. I replied that I could not say much more than I had said informally to him at different times.
