535. A way has now been found by which the War and Navy Departments can transfer to private manufacturers for immediate resale to the British and French Governments such munitions desired by them as may be released with due regard to our own national defense requirements. Purvis90 and his French colleague will commence conversations tomorrow, Friday, morning, with the appropriate authorities here and it is anticipated that final arrangements can be concluded within 5 days. Among the munitions which the War Department will be able to transfer will be 500 of the 75’s desired by the French authorities.
