The Chargé in Japan (Dooman) to the Secretary of State

451. Department’s 183, August 30, 6 p.m., to Peiping. I delivered yesterday at the Foreign Office a first person note11 protesting against seizure and occupation of Swatow Customs. Having done so, I invited the British and French Ambassadors to take similar action. They are consulting their respective Governments.

Repeated to Peiping. Peiping please repeat to Chungking and Swatow.
