Your 62, June 28, 6 p.m. The Department notes that in your telegram under reference there is given in specific terms the reason for the Commander of the South China Patrol’s nonacceptance of the premise of the Japanese communication, and that the Commander of the South China Patrol in his message 0027–2359 to the Commander in Chief,14 which the latter approved in his 0028–0945,14 the Commander of the South China Patrol states his reason in general terms.
It seems to the Department preferable that a statement of reasons be couched when practicable in general rather than in specific terms.
