1054. My 1024, July 19, 7 p.m.29 The following informal letter has been received from the British Treasury.

“It has been suggested to me that it would be right that I should let you know that there is nothing in the arrangements for export credit [Page 731] guarantees to China which conflicts with the Consortium Agreement since there is no question of any issue for public subscription. It might be argued that the agreement is for all practical purposes dead and buried; but as you will see the export credit guarantee arrangements do not raise this particular issue.”
